<p><a target="_blank" href="http://www.farmland.org/">American Farmland Trust</a></a> AFT is currently the leading non-profit research foundation<br />
working on farmland and agricultural preservation. Position papers, research,<br />
and resources are available on their website.</font></p>
<p> </font><font face="Verdana" size="2"><a href="http://www.planning.org/" target="_blank">American Planning Association</a> The APA is the national professional organization<br />
for planners. Although their website is geared towards the professional<br />
planner, research is available online.</font></p>
<p> <font face="Verdana" size="2"><a href="http://www.cdfi.org/" target="_blank">The Coalition of Community Development Finance Institutions</a> CCDFI is a national<br />
advocacy organization that supports the work of a variety of community<br />
development financial institutions. CDFIs include community development<br />
loan funds, community development banks, community development credit<br />
unions, micro-enterprise lenders, and community development venture capital<br />
funds.</font></p>
<p> <font face="Verdana" size="2"><a href="http://www.ceimaine.org/" target="_blank">Coastal Enterprises, Inc. </a> CEI is a nationally recognized non-profit that<br />
focuses on economic and community development in rural and coastal Maine.<br />
CEI is also emerging as a source of research and policy initiatives.</font></p>
<p> <font face="Verdana" size="2"><a href="http://www.cardi.cornell.edu/" target="_blank">Community and Rural Development Institute</a> The Cornell-based institute on community<br />
development, both domestic and international. Research briefs often focus<br />
on NYS case studies.</font></p>
<p> <font face="Verdana" size="2"><a href="http://environment.cornell.edu/" target="_blank">Cornell Center for the Environment</a> Cornell-based center focused on environmental<br />
education, outreach, and research. Local resources are available.</font></p>
<p><font face="Verdana" size="2"><a href="http://www.cnu.org/" target="_blank">Congress for the New Urbanism</a> The CNU has gained national recognition for promotion<br />
of a strategy that encourages neo-traditional neighborhood design, and<br />
mixed-use neighborhoods. Resources include a bibliography and selected<br />
links.</font></p>
<p> <font face="Verdana" size="2"><a href="http://www.eere.energy.gov/" target="_blank">Energy Efficiency and Renewable Energy Network</a> This site is a service of<br />
the U.S. Department of Energy, and is a resource for information on renewable<br />
energy and energy efficiency initiatives.</font></p>
<p> <font face="Verdana" size="2"><a href="http://www.farmfoundation.org/" target="_blank">Farm Foundation</a> The Farm Foundation is a private, non-profit foundation<br />
that focuses on agriculture and rural communities. Resources include online<br />
public policy education information and publications.</font></p>
<p> <font face="Verdana" size="2"><a href="http://www.farmlandinfo.org/" target="_blank">Farmland Information Library</a> The Farmland Information Library is a service<br />
of the American Farmland Trust, and is a clearinghouse for information<br />
about rural communities, agriculture and farmland preservation, and family<br />
farms. </font></p>
<p> <font face="Verdana" size="2"><a href="http://www.huduser.org/index.html" target="_blank">HUD User</a> HUD User is HUD’s policy development and research service homepage.<br />
Resources include research on HUD programs, as well as some demographic<br />
data and links to publications.</font></p>
<p> <font face="Verdana" size="2"><a href="http://www.iceclt.org/" target="_blank">Institute for Community Economics</a> ICE is a national non-profit that works on<br />
community development, affordable housing, preservation of rural and open<br />
lands, and community investment. ICE was the innovator of the community<br />
land trust concept in the 1960’s, and is still the leading source of information<br />
on how the model works. </font></p>
<p> <font face="Verdana" size="2"><a href="http://www.lta.org/" target="_blank">Land Trust Alliance </a> The Land Trust Alliance is the national advocacy organization<br />
for land trusts, a concept similar to community land trusts. Resources<br />
include technical assistance, publications, and access to policy research.</font></p>
<p> <font face="Verdana" size="2"><a href="http://www.lta.org/" target="_blank">Lincoln Institute of Land Policy</a> The Lincoln Institute of Land Policy is a<br />
private, non-profit policy institute that focuses on land uses, ownership<br />
and taxation. Their website has information on available resources, and<br />
current research.</font></p>
<p> <font face="Verdana" size="2"><a href="http://nces.ed.gov/" target="_blank">National Center for Education Statistics</a> A government clearinghouse for statistical<br />
information on education in the U.S., a service of the U.S. Department<br />
of Education.</font></p>
<p> <font face="Verdana" size="2"><a href="http://www.nga.org/" target="_blank">National Governors’ Association</a> The NGA is the national public policy institute<br />
that primarily functions as a liaison between governors and the federal<br />
government. Their Center for Best Practices focuses on state innovations<br />
and best practices.</font></p>
<p> <font face="Verdana" size="2"><a href="http://cnie.org/NLE/" target="_blank">National Library for the Environment</a> A service of the public policy institute,<br />
National Council for Science and the Environment, the National Library<br />
for the Environment is a source of research, publications and data.</font></p>
<p> <font face="Verdana" size="2"><a href="http://www.nationaltrust.org/" target="_blank">National Trust for Historic Preservation</a> The website of the National Trust,<br />
and a good source of information on the latest in historic preservation,<br />
main street revitalization, and historic landscape protection.</font></p>
<p> <font face="Verdana" size="2"><a href="http://www.mainst.org/" target="_blank">National Trust’s National Main Street Center </a> The Main Street program has been<br />
the National Trust’s most successful program to date, and has a local<br />
example in Market Street in Corning (on of the first national Main Street<br />
projects). This site is a good source for how the program works now, almost<br />
20 years later.</font></p>
<p> <font face="Verdana" size="2"><a href="http://www.smallfarm.org/" target="_blank">The New England Small Farm Institute</a> &#8220;A private non-profit organization<br />
supporting beginning farmers and sustainable small scale agriculture throughout<br />
New England.&#8221; The website includes resources such as the Small Farm Library,<br />
a list of publications, and the New England Land Link (connects retiring<br />
farmers with households trying to get into farming).</font></p>
<p> <font face="Verdana" size="2"><a href="http://www.state.ny.us/" target="_blank">New York State</a> The NYS homepage, with links to particular programs and<br />
departments.</font></p>
<p><font size="2" face="Verdana, Arial, Helvetica, sans-serif"><a href="http://www.dos.state.ny.us/lgss/planzone.html" target="_blank">New York State Department of State General Municipal Law </a></font></p>

Website for NYSEG.</font></p>
<p> <font face="Verdana" size="2"><a href="http://www.agmkt.state.ny.us/" target="_blank">NYS Department of Agriculture and Markets </a>The homepage of Ag. &amp; Markets,<br />
this site is also a source of agricultural statistics and information<br />
about programs administered by the Department.</font></p>
<p> <font face="Verdana" size="2"><a href="http://www.dec.state.ny.us/index.html" target="_blank">NYS Department of Environmental Conservation</a> The website for the DEC,<br />
provides an overview of regulations, recreational opportunities, publications<br />
and programs.</font></p>
<p><font face="Verdana" size="2"><a href="http://www.dos.state.ny.us/" target="_blank">NYS Department of State</a> The Dept. of State offers assistance to communities<br />
through their Local Government Services Division. The website is a good<br />
place to start when looking for a model ordinance, research on NYS land<br />
use regulation, and the basics of local government practice.</font></p>
<p> <font face="Verdana" size="2"><a href="http://www.nysgis.state.ny.us/" target="_blank"><font face="Verdana, Arial, Helvetica, sans-serif">NYS<br />
GIS Clearinghouse</font></a><font face="Verdana, Arial, Helvetica, sans-serif"> One of several clearinghouses for GIS (Geospatial Information Systems) data. Although the county does not have GIS capacity<br />
yet, a system should be in place before the completion of the comprehensive<br />
plan.</font></font></p>
<p><font size="2" face="Verdana, Arial, Helvetica, sans-serif"><a href="http://www.nysparks.com/" target="_blank">NYS Parks</a> NYS Office of Parks and Historical Preservation</font></p>
<p> <font face="Verdana, Arial, Helvetica, sans-serif" size="2"><a href="http://www.pace.edu/lawschool/landuse/" target="_blank">Pace<br />
University Land Use Law Center </a>An excellent source of information<br />
on land use law in NYS.</font></p>
<p> <font face="Verdana, Arial, Helvetica, sans-serif" size="2"><a target="_blank" href="http://www.plannersweb.com/">Planning Commissioners Journal</a></font><font face="Verdana" size="2"><a href="http://www.plannersweb.com/"></a></font><font face="Verdana" size="2"><a href="http://www.plannersweb.com/" target="_blank"></a> The Schuyler County Planning Commission recently<br />
subscribed to this publication, which provides limited access to articles<br />
through their website. The Journal address issues of concern to local<br />
officials, planners, and board members.</font></p>
<p> <font face="Verdana" size="2"><a href="http://www.ruralisc.org/" target="_blank">Rural LISC</a> LISC, or the Local Initiatives Support Corporation, has a strong<br />
history of supporting urban community development organizations. This<br />
is the website of their rural branch, which has a well-developed list<br />
of links, and a free screen-saver.</font></p>
<p> <font face="Verdana" size="2"><a href="http://www.schuylerny.com/" target="_blank">Schuyler County Chamber of Commerce</a> Our very own Chamber of Commerce, if<br />
you haven’t seen the site, check it out.</font></p>
<p> <font face="Verdana" size="2"><a href="http://www.scoped.biz/" target="_blank">SCOPED</a>Schuyler County Partnership for Economic Development (SCOPED) is a public-private<br />
partnership for economic development. Their website lists local business<br />
resources, their mission, and local economic development news.</font></p>
<p> <font face="Verdana" size="2"><a href="http://www.stcplanning.org/" target="_blank">Southern Tier Central Regional Planning and Development Board</a> STC is the regional<br />
planning board, and is a resource for federal and state funding, as well<br />
as technical assistance, planning and mapping services. STC serves Chemung,<br />
Schuyler and Steuben Counties.</font></p>
<p><font face="Verdana" size="2"><a href="http://www.sustainable.org/" target="_blank">Sustainable Communities Network</a> Resource website for sustainable development,<br />
has a library, research, case studies and links.</font></p>
<p> <font face="Verdana" size="2"><a href="http://www.tpl.org/" target="_blank">Trust for Public Land</a> National land conservation advocacy organization, supports<br />
research and provides technical assistance on public and private conservation<br />
programs.</font></p>
<p> <font face="Verdana" size="2"><a href="http://www.census.gov/" target="_blank">U.S. Census Bureau</a> The homepage of the U.S. Census Bureau, and a source<br />
of all kinds if socio-demographic data. The data sets are not always user-friendly,<br />
however.</font></p>
<p> <font face="Verdana" size="2"><a href="http://www.usda.gov/" target="_blank">U.S. Department of Agriculture</a> The USDA’s website and an introduction to federal programs<br />
and policies.</font></p>
<p> <font face="Verdana" size="2"><a href="http://www.rurdev.usda.gov/" target="_blank">U.S. Department of Agriculture Rural Development Program</a> Information on<br />
the USDA’s Rural Development programs. Grant funding information is available<br />
through this site.</font></p>
<p> <font face="Verdana" size="2"><a href="http://www.ed.gov/" target="_blank">U.S. Department of Education </a> This website is the gateway to the U.S. Dept. of Education’s<br />
statistics, most recent programs, funding opportunities, some educational<br />
materials, and research.</font></p>
<p> <font face="Verdana" size="2"><a href="http://www.energy.gov/" target="_blank">U.S. Department of Energy</a> The homepage for the Dept. of Energy, and a source<br />
of some research and data. </font></p>
<p> <font face="Verdana" size="2"><a href="http://www.hud.gov/" target="_blank">U.S. Department of Housing and Urban Development</a> HUD’s website is very<br />
extensive, so visit when you have time to browse, or know exactly what<br />
you are looking for.</font></p>
<p> <font face="Verdana" size="2"><a href="http://www.epa.gov/" target="_blank">U.S. Environmental Protection Agency</a> Website of the EPA, with links to information sources,<br />
programs, and regulations.</font></p>
<p> <font face="Verdana" size="2"><a href="http://www.fws.gov/" target="_blank">U.S. Fish and Wildlife Service</a> The Fish and Wildlife Service is a sub-unit of<br />
the Department of the Interior. Their website contains information on<br />
endangered species, habitat conservation, and recreation.</font></p>
<p> <font face="Verdana" size="2"><a href="http://www.usgs.gov/" target="_blank">U.S. Geological Survey</a> USGS has data, research, and program information available<br />
on their website.</font></p>
<p> <font face="Verdana" size="2"><a href="http://www.sbaonline.sba.gov/" target="_blank">U.S. Small Business Administration</a> The Small Business Administration website<br />
lists resources and programs available to small businesses in the United<br />
States. The federal definition of a small business, however, is not entrepreneur<br />
level. On their website, the SBA lists size standards, and can assist<br />
with searches by SIC (Standard Industrial Codes).</font></p>
<p> <font face="Verdana" size="2"><a href="http://www.treas.gov/" target="_blank">U.S. Treasury</a><br />
The U.S. treasury has a section devoted to business resources.</font></p>
<p> <font face="Verdana" size="2"><a href="http://www.unl.edu/kellogg/" target="_blank">W. K. Kellogg Collection of Rural Community Development Resources </a>This<br />
site is a clearing house for research, publications, and organizations<br />
that work on rural community development.</font></p>

We have many resources available within our office, and can provide basic research and consulting services. <p>Schuyler County&#8217;s first Agricultural District was formed in 1995. Since that time, local knowledge about the benefits of having property in a district has increased. Districts #2 &amp; #3 were formed in 1999 and 2000 respectively. In total, over 97,000 acres are enrolled in Schuyler County&#8217;s 3 agricultural districts. There is an eight-year review cycle for all Schuyler districts, and parcels may be removed during a review. New York State agricultural districts law allows landowners to petition to include their agricultural lands in a district during an annual thirty-day review. Schuyler County has designated the period from January 15th to February 15th of every year as the petition period. However, adding lands during a review is still the most efficient, comprehensive method.
