Agricultural and Farmland Protection Board 1999 Ag Plan. American Farmland Trust AFT is currently the leading non-profit research foundation
working on farmland and agricultural preservation. Position papers, research,
and resources are available on their website.
American Planning Association The APA is the national professional organization
for planners. Although their website is geared towards the professional
planner, research is available online.
The Coalition of Community Development Finance Institutions CCDFI is a national
advocacy organization that supports the work of a variety of community
development financial institutions. CDFIs include community development
loan funds, community development banks, community development credit
unions, micro-enterprise lenders, and community development venture capital
funds.
Coastal Enterprises, Inc. CEI is a nationally recognized non-profit that
focuses on economic and community development in rural and coastal Maine.
CEI is also emerging as a source of research and policy initiatives.
Community and Rural Development Institute The Cornell-based institute on community
development, both domestic and international. Research briefs often focus
on NYS case studies.
Cornell Center for the Environment Cornell-based center focused on environmental
education, outreach, and research. Local resources are available.
Congress for the New Urbanism The CNU has gained national recognition for promotion
of a strategy that encourages neo-traditional neighborhood design, and
mixed-use neighborhoods. Resources include a bibliography and selected
links.
Energy Efficiency and Renewable Energy Network This site is a service of
the U.S. Department of Energy, and is a resource for information on renewable
energy and energy efficiency initiatives.
Farm Foundation The Farm Foundation is a private, non-profit foundation
that focuses on agriculture and rural communities. Resources include online
public policy education information and publications.
Farmland Information Library The Farmland Information Library is a service
of the American Farmland Trust, and is a clearinghouse for information
about rural communities, agriculture and farmland preservation, and family
farms.
HUD User HUD User is HUD’s policy development and research service homepage.
Resources include research on HUD programs, as well as some demographic
data and links to publications.
Institute for Community Economics ICE is a national non-profit that works on
community development, affordable housing, preservation of rural and open
lands, and community investment. ICE was the innovator of the community
land trust concept in the 1960’s, and is still the leading source of information
on how the model works.
Land Trust Alliance The Land Trust Alliance is the national advocacy organization
for land trusts, a concept similar to community land trusts. Resources
include technical assistance, publications, and access to policy research.
Lincoln Institute of Land Policy The Lincoln Institute of Land Policy is a
private, non-profit policy institute that focuses on land uses, ownership
and taxation. Their website has information on available resources, and
current research.
National Center for Education Statistics A government clearinghouse for statistical
information on education in the U.S., a service of the U.S. Department
of Education.
National Governors’ Association The NGA is the national public policy institute
that primarily functions as a liaison between governors and the federal
government. Their Center for Best Practices focuses on state innovations
and best practices.
National Library for the Environment A service of the public policy institute,
National Council for Science and the Environment, the National Library
for the Environment is a source of research, publications and data.
National Trust for Historic Preservation The website of the National Trust,
and a good source of information on the latest in historic preservation,
main street revitalization, and historic landscape protection.
National Trust’s National Main Street Center The Main Street program has been
the National Trust’s most successful program to date, and has a local
example in Market Street in Corning (on of the first national Main Street
projects). This site is a good source for how the program works now, almost
20 years later.
The New England Small Farm Institute “A private non-profit organization
supporting beginning farmers and sustainable small scale agriculture throughout
New England.” The website includes resources such as the Small Farm Library,
a list of publications, and the New England Land Link (connects retiring
farmers with households trying to get into farming).

departments.

NYS Department of Agriculture and Markets The homepage of Ag. & Markets,
this site is also a source of agricultural statistics and information
about programs administered by the Department.
NYS Department of Environmental Conservation The website for the DEC,
provides an overview of regulations, recreational opportunities, publications
and programs.
NYS Department of State The Dept. of State offers assistance to communities
through their Local Government Services Division. The website is a good
place to start when looking for a model ordinance, research on NYS land
use regulation, and the basics of local government practice.

GIS Clearinghouse One of several clearinghouses for GIS (Geospatial Information Systems) data. Although the county does not have GIS capacity
yet, a system should be in place before the completion of the comprehensive
plan.

University Land Use Law Center An excellent source of information
on land use law in NYS.
Planning Commissioners Journal The Schuyler County Planning Commission recently
subscribed to this publication, which provides limited access to articles
through their website. The Journal address issues of concern to local
officials, planners, and board members.
Rural LISC LISC, or the Local Initiatives Support Corporation, has a strong
history of supporting urban community development organizations. This
is the website of their rural branch, which has a well-developed list
of links, and a free screen-saver.
Schuyler County Chamber of Commerce Our very own Chamber of Commerce, if
you haven’t seen the site, check it out.
SCOPEDSchuyler County Partnership for Economic Development (SCOPED) is a public-private
partnership for economic development. Their website lists local business
resources, their mission, and local economic development news.
Southern Tier Central Regional Planning and Development Board STC is the regional
planning board, and is a resource for federal and state funding, as well
as technical assistance, planning and mapping services. STC serves Chemung,
Schuyler and Steuben Counties.
Sustainable Communities Network Resource website for sustainable development,
has a library, research, case studies and links.
Trust for Public Land National land conservation advocacy organization, supports
research and provides technical assistance on public and private conservation
programs.
U.S. Census Bureau The homepage of the U.S. Census Bureau, and a source
of all kinds if socio-demographic data. The data sets are not always user-friendly,
however.
U.S. Department of Agriculture The USDA’s website and an introduction to federal programs
and policies.
U.S. Department of Agriculture Rural Development Program Information on
the USDA’s Rural Development programs. Grant funding information is available
through this site.
U.S. Department of Education This website is the gateway to the U.S. Dept. of Education’s
statistics, most recent programs, funding opportunities, some educational
materials, and research.
U.S. Department of Energy The homepage for the Dept. of Energy, and a source
of some research and data.
U.S. Department of Housing and Urban Development HUD’s website is very
extensive, so visit when you have time to browse, or know exactly what
you are looking for.
U.S. Environmental Protection Agency Website of the EPA, with links to information sources,
programs, and regulations.
U.S. Fish and Wildlife Service The Fish and Wildlife Service is a sub-unit of
the Department of the Interior. Their website contains information on
endangered species, habitat conservation, and recreation.
U.S. Geological Survey USGS has data, research, and program information available
on their website.
U.S. Small Business Administration The Small Business Administration website
lists resources and programs available to small businesses in the United
States. The federal definition of a small business, however, is not entrepreneur
level. On their website, the SBA lists size standards, and can assist
with searches by SIC (Standard Industrial Codes).
U.S. Treasury
The U.S. treasury has a section devoted to business resources.
W. K. Kellogg Collection of Rural Community Development Resources This
site is a clearing house for research, publications, and organizations
that work on rural community development.
